Comprehensive Economic Development Strategy Committee
Staff Liaison: Ben Matlock, Planning Manager/City Planner
About
The Ad-Hoc CEDS (Comprehensive Economic Development Strategy) Committee’s primary responsibilities include reviewing and making recommendations to the City Council regarding the following matters:
- The preparation of the Comprehensive Economic Development Strategy document
- The selection of development projects that will be authorized to apply for Economic Adjustment Assistance Grants
- The implementation of directives as related to the Comprehensive Economic Development Strategy
The Ad-Hoc Comprehensive Economic Development Strategy Committee meets on an as-needed basis.
Membership
The Committee consists of sixteen members representing each of the following organizations: two (2) City Council Members, CEO of the Chamber of Commerce, representative from Crafton Hills College, representative from the Workforce Investment Board, representative from a labor group, representative from a minority group, and nine business representatives.
Economic Development Advisory Committee
Staff Liaison: Ryan Miller, Housing and Economic Development Analyst
About
The Economic Development Advisory Committee’s (EDAC) primary responsibilities include providing information to the City Council regarding programs and activities necessary to achieve the City’s economic development goals. Meetings are held bi-monthly on the 1st Thursday of January, March, May, July, September and November.
Membership
The Committee consists of one member representing each of the following organizations: Chamber of Commerce, Property Owner on I-10, Board of Realtors, Crafton Hills College, Yucaipa-Calimesa Joint Unified School District, Financial Institution, Local Developer, Yucaipa Valley Water District, Uptown Business District, two Public At-Large members, and two non-voting Councilmembers. Replacement members from each represented group are nominated by the Committee and approved by Council.
Finance Committee

About
The Finance Committee’s primary responsibilities include reviewing the financial operations of the City. Meetings are held on an as-needed basis.
Membership
The Committee is composed of two members of the City Council.
Five Winds Ranch Improvement Advisory Committee

About
The Five Winds Ranch Improvement Advisory Committee’s primary responsibilities include:
- Reviewing and making recommendations to the City Council as related to the Five Winds property improvements, including recommendations that implement youth oriented directives related to the project, and
- Considering the input from the advisory members and the public generally
Meetings are held on an as needed basis.
Membership
The Committee is composed of one (1) member representing each of the following commissions/committees: Economic Development Advisory Committee, Parks & Recreation Commission, Planning Commission, Trails and Open Space Committee, Youth Advisory Committee, and two (2) non-voting Councilmembers.
Healthy Yucaipa Committee
Staff Liaison: Megan Wolfe, Director of Community Services
About
The Healthy Yucaipa Committee’s primary responsibilities include:
- Acting in an advisory capacity to the City Council in all other policy matters pertaining to the Healthy Yucaipa Committee
- Promoting community health
- Reviewing proposals for programs, projects and facilities
- Assisting in supporting one of the goals of the Youth Advisory Committee, which is to promote healthy guidelines and choices for youth
Regular meetings are held on the 3rd Monday of each month.
Membership
The Committee is composed of seven members (five members appointed by the Mayor and each Councilmember and two members appointed by the City Council at-large). The Healthy Yucaipa Committee shall have the option to recommend an eighth member for appointment by the City Council as a non-voting youth member to the Committee. Two City Councilmembers will be appointed to serve as non-voting liaisons to the Healthy Yucaipa Committee. Each committee member’s term (at-large and individual Councilmember appointments) shall run consistent with the general municipal election and shall be for two years from January 1 to January 1. The student member serves a single ten-month term, from September through June.
Parks & Recreation Commission

About
The Parks and Recreation Commission’s primary responsibilities include:
- Recommend policies and procedures to the City Council for the operation, use, and management of all recreation activities, facilities, and parks
- Recommend policies to the City Council for the acquisition, development, and improvement of City parks and recreational facilities
- Acting in an advisory capacity to the City Council in all other policy matters pertaining to the Parks and Recreation Commission
Regular meetings are held on the 4th Wednesday of each month at 6:00 PM.
Membership
The Commission is composed of six members (five members appointed one by each City Councilmember and one student member appointed by the City Council as a body, upon recommendation of the remainder of the Park and Recreation Commission) that are either residents, property owners, or business owners of the City of Yucaipa. Each commission member’s term shall run consistent with the general municipal election and shall be for two-years from January 1 to January 1. The student member serves a single ten-month term, from September through June.
Planning Commission

The Planning Commission’s primary responsibilities include:
- Preparing and making recommendations to the City Council regarding the City’s General Plan
- Considering and making recommendations to the City Council on land use and Development Code changes
- Reviewing and acting on subdivisions, variances and use permits
- Considering other policies and programs affecting development and land use in Yucaipa for final City Council action
- Reviewing and making recommendations on individual projects pursuant to the provisions of the Development Code
Regular meetings are held on the 1st and 3rd Wednesday of each month at 6:30 PM, as needed.

The Commission is composed of seven members that are either residents, property owners, or business owners of the City of Yucaipa. Each commission member’s term (at-large and individual Councilmember appointments) shall run consistent with the general municipal election and shall be for two-years from January 1 to January 1.
Public Arts Committee

About
The Public Arts Committee is charged with the development of a Public Arts Program and implementing policies that establish the objectives, regulations and guidelines for the creation and placement of art in public places, ultimately for Council approval. Public art can play a role in achieving other community goals and objectives; such as enhancement of the City’s public spaces; and expand the opportunities for our residents to experience public art. Meetings shall be held on an as needed basis until the completion of the project.
Membership
The Committee is composed of nine members that are representatives of VisionQuest, Yucaipa Valley Art Association, members of the public at-large. Each committee member’s term shall run consistent with the general municipal elections and shall be for two-years from January 1 to January 1.
Solid Waste Committee
Staff Liaison: Jennifer Crawford, Assistant City Manager
About
The Solid Waste Committee’s primary responsibilities include reviewing and making recommendations to the City Council regarding the following types of solid waste matters and issues:
- Review the annual solid waste report submitted by the hauler
- Review the solid waste and recycling rates annual adjustment as submitted by the hauler
- Negotiation of Franchise Agreement
- Development of waste diversion strategies to comply with AB 939
- Address issues and concerns raised by Yucaipa residents
Meetings are held whenever necessary to conduct the business of the Committee.
Membership
The Committee is composed of two members of the City Council.
Trails & Open Space Committee
Staff Liaison: Fermin Preciado, Director of Development Services/City Engineer
About
The Trails and Open Space Committee’s primary responsibilities include:
- Making recommendations to Council, implementing directives as related to the City’s Master Trails Plan
- Making recommendations to Council, implementing directives as related to the acquisition and maintenance of public open space
Regular meetings are held on the 1st Tuesday of each month at 6:00 PM.
Membership
The Committee is composed of nine members that are either residents, property owners, or business owners of the City of Yucaipa. Membership on the Committee shall occur through appointment by the Mayor and each Councilmember with four members being appointed at-large. Each committee member’s term (at-large and individual Councilmember appointments) shall run consistent with the general municipal election and shall be for two-years from January 1 to January 1. Vector Control Committee
Staff Liaison: Ben Matlock, Planning Manager/City Planner
About
The Vector Control Committee’s primary responsibilities include making recommendations to the City Council regarding the following types of vector control matters and issues:
- Review and evaluate any issues or concerns regarding rural, commercial and recreational animal raising and agricultural activities
- Review the annual manure management plans submitted for each ranch
- Review and evaluate proposed changes to ranch management strategies
- Review and evaluate new vector control technologies that may become available to reduce adverse impacts associated with ranch operations
Meetings are held on an as-needed basis.
Membership
The Committee is composed of ten members that are either residents, property owners, or business owners of the City of Yucaipa. Committee members include two representatives of the poultry industry, two staff members, one Cooperative Extension Farm Advisor, three members of the general public, and two members of the City Council. Each member and advisory member shall serve at the pleasure of his or her appointed Councilmember.
Youth Advisory Committee
Staff Liaison: Sarah Martinez, Community Services Recreation Superintendent
About
The Youth Advisory Committee’s primary responsibilities include:
- Promoting community involvement by completing a minimum of ten (10) hours of community service in the community, per year, for a total of twenty (20) hours per term
- Reviewing and/or suggesting proposals for programs, projects, and facilities as they pertain to youth
- Create opportunities for public discussion of youth issues through meetings, workshops, and conferences
- Reviewing and making recommendations on matters pertaining to youth programming and/or services to the Parks and Recreation Commission, Healthy Yucaipa Committee, Trails and Open Space Committee, and/or City Council
- Create opportunities for youth to be involved in community events and programs
- Acting in an advisory capacity to the City Council in all other policy matters pertaining to youth
Regular meetings are held bi-monthly on the first and third Wednesdays. Meetings are typically held at 6:00pm at City Hall.
Membership
The Committee is composed of thirteen youth members and two City Councilmembers (to serve as non-voting liaisons). Members must be residents of or attending schools in the City of Yucaipa. Terms shall be for two years from September 1 to September 1.
Individuals interested in being appointed to a Commission or Committee are encouraged to complete a Citizen Service Application and return the form to the General Services/City Clerk Department.
Current Commission and Committee Vacancies

The Local Appointments List indicates a list of appointive terms with the name of the incumbent appointee, the date of the appointment, the date the term expires, and the necessary qualifications for the position.
