CITY MEETING AGENDAS

 

The Yucaipa City Council meets at 6:00 p.m. on the second and fourth Monday of the month. Meeting times are displayed on the City Council agenda and held at the Yucaipa City Hall Council Chambers (located at 34272 Yucaipa Boulevard), unless otherwise noticed. Special meetings are scheduled as needed. City Council/Housing Authority/Successor Agency agendas are posted at the entrance to City Hall and are also available to the public at the General Services/City Clerk Department in City Hall. If you require special assistance to attend or participate in a meeting, please call the General Services/City Clerk’s Department at 909-797-2489 at least 48-hours prior to the meeting. If you wish to address the City Council/Housing Authority/Successor Agency during the meeting, speaker forms are available in the Chambers. Please complete the form and return it to the City Clerk prior to the beginning of the meeting. There is a three-minute time limit for speaking. There are different planning tools that can facilitate the orderly development wineries and ensure their compatibility, including but not limited to changes to the Development Code, a General Plan Overlay District, or a Specific Plan, or some variation thereof.  An undertaking as substantial as the development of a city-wide planning tool to support the implementation of an AVA should include input from a broad coalition of community members and stakeholders.  The City Council approved the formation of a AVA Planning Committee (AVAPC) to help focus the visioning process and to digest future city-wide community meetings, with an ultimate goal to provide recommendations on the scope of wineries within the city.

The Ad-Hoc CEDS (Comprehensive Economic Development Strategy) Committee’s primary responsibilities include reviewing and making recommendations to the City Council regarding the following matters:

  • The preparation of the Comprehensive Economic Development Strategy document
  • The selection of development projects that will be authorized to apply for Economic Adjustment Assistance Grants
  • The implementation of directives as related to the Comprehensive Economic Development Strategy

The Economic Development Advisory Committee’s (EDAC) primary responsibilities include providing information to the City Council regarding programs and activities necessary to achieve the City’s economic development goals.  Meetings are held bi-monthly on the 1st Thursday of January, March, May, July, September and November.

The Healthy Yucaipa Committee’s primary responsibilities include:

  • Acting in an advisory capacity to the City Council in all other policy matters pertaining to the Healthy Yucaipa Committee
  • Promoting community health
  • Reviewing proposals for programs, projects and facilities
  • Assisting in supporting one of the goals of the Youth Advisory Committee, which is to promote healthy guidelines and choices for youth

Regular meetings are held on the 3rd Monday of each month.

Committee Members

The Committee is composed of seven members (five members appointed by the Mayor and each Councilmember and two members appointed by the City Council at-large).  The Healthy Yucaipa Committee shall have the option to recommend an eighth member for appointment by the City Council as a non-voting youth member to the Committee. Two  City Councilmembers  will  be  appointed  to  serve  as  non-voting liaisons to the Healthy Yucaipa Committee.  Each committee member’s term (at-large and individual Councilmember appointments) shall run consistent with the general municipal election and shall be for two-years from January 1 to January 1. The Mobilehome Rent Review Commission’s primary responsibilities include:

  • To meet from time to time as required by the Rent Administrator
  • To review, hear and determine rent adjustment applications pursuant to the provisions of  the Yucaipa Municipal Code (YMC), Chapter 15.20, and to adjust maximum rents or maintain rents upon completion of its hearings and investigations
  • To render biennially a written report to the city council concerning its activities, holdings, actions, results of hearings, and all other matters pertinent to this chapter which may be of interest to the City Council
  • To adopt, promulgate, amend and rescind administrative rules to effectuate the purposes of YMC 15.20, subject to the approval of the City Council

Meetings are held on an as-needed basis.

Committee Members

The Commission is composed of five members who shall be appointed by and serve at the pleasure of the City Council. The members of the Commission and the alternate members shall be persons who are neither residents nor park owners who have no financial interest (as defined by state law) in any mobilehome or mobilehome park and have no parents, children, spouses or siblings with any such interest. The Biennial Review of the Mobilehome Rent Stabilization Ordinance (Yucaipa Municipal Code [YMC] §15.20) and Administrative Rules is conducted in odd-numbered years.  This process provides an opportunity to reach out to the various parties to discuss mutual concerns and possible solutions which may be submitted to the City on or before a specified date.  The information that the City receives is categorized and included in the agenda report that City staff will present to the Mobilehome Rent Review Commission (MRRC) for consideration.  The meeting will be publicized and the agenda packet (including the information submitted to the City as part of the biennial review process) will be made available for public viewing at City Hall and on the City’s website.  After the meeting, the MRRC recommendations and staff recommendations will be presented to the City Council for their review and consideration at a publicized meeting.

The Public Arts Committee is charged with the development of a Public Arts Program and implementing policies that establish the objectives, regulations and guidelines for the creation and placement of art in public places, ultimately for Council approval.  Public art can play a role in achieving other community goals and objectives; such as enhancement of the City’s public spaces; and expand the opportunities for our residents to experience public art.

Meetings shall be held on an as needed basis until the completion of the project.

The Solid Waste Committee’s primary responsibilities include reviewing and making recommendations to the City Council regarding the following types of solid waste matters and issues:

  • Review the annual solid waste report submitted by the hauler
  • Review the solid waste and recycling rates annual adjustment as submitted by the hauler

  • Making recommendations to Council, implementing directives as related to the City’s Master Trails Plan
  • Making recommendations to Council, implementing directives as related to the acquisition and maintenance of public open space

  • Review and evaluate any issues or concerns regarding rural, commercial and recreational animal raising and agricultural activities
  • Review the annual manure management plans submitted for each ranch
  • Review and evaluate proposed changes to ranch management strategies
  • Review and evaluate new vector control technologies that may become available to reduce adverse impacts associated with ranch operations

Meetings are held on an as-needed basis.

Committee Members

The Committee is composed of ten members that are either residents, property owners, or business owners of the City of Yucaipa.  Committee members include two representatives of the poultry industry, two staff members, one Cooperative Extension Farm Advisor, three members of the general public, and two members of the City Council.  Each member and advisory member shall serve at the pleasure of his or her appointed Councilmember.  A list of appointive terms with the name of the incumbent appointee, the date of the appointment, the date the term expires, and the necessary qualifications for the position may be accessed by downloading the Local Appointments List.

The Youth Advisory Committee’s primary responsibilities include:

  • Promoting community involvement by completing a minimum of ten (10) hours of community service in the community per year for a total of twenty (20) hours per term
  • Reviewing and/or suggesting proposals for programs, projects, and facilities as they pertain to youth
  • Create opportunities for public discussion of youth issues through meetings, workshops and conferences
  • Reviewing and making recommendations on matters pertaining to youth programming and/or services to the Parks and Recreation Commission, Healthy Yucaipa Committee, Trails and Open Space Committee, and/or City Council
  • Create opportunities for youth to be involved in community events and programs
  • Acting in an advisory capacity to the City Council in all other policy matters pertaining to youth

Regular meetings are held bi-monthly.
