Budget Document

The City of Yucaipa’s Finance Department prepares an annual budget each fiscal year. The City’s fiscal year is from July 1 through June 30. The City of Yucaipa’s annual operating and capital improvement budgets are adopted by resolution of the City Council for implementation at the beginning of each fiscal year. A separate resolution is adopted by the Successor Agency to the Yucaipa Redevelopment Agency for the Successor Agency Budget.

Budget in Brief

The budget is the financial plan the City Council uses to establish programs and services to be provided by the City and to allocate funds necessary to carry out those programs and services. The Adopted Budget reflects General Fund operating revenues in the amount of $21,713,615 and operating expenses in the amount of $21,664,000. The City of Yucaipa operates within a well-balanced budget that displays operating revenues exceeding operating expenditures, even in times of limited fiscal resources. As of June 30, 2018, the Unassigned Fund Balance and the Emergency and Economic Stabilization Contingencies of the General Fund are estimated to be $13,016,803, which represents approximately 60% of the General Fund operating budget.

Resolution Establishing the Appropriation Limit

Cities are required to establish an appropriations limit for a new fiscal year by June 30 of the current fiscal year in accordance with Article XIIB of the California Constitution Gann Initiative (the “Gann Limit”). The “Gann Limit” creates a restriction on the amount of revenues classified as tax proceeds (property, sales and transient occupancy taxes) which can be appropriated for expenditures in any fiscal year. Each year, the appropriations limit is modified by two factors: population and economic. The population factor used is the greater percentage increase between the City of Yucaipa’s population and the San Bernardino County’s population. The economic factor used is the percentage change in the statewide per capita personal income.
